Part of the guide: The Complete Guide to Inspection Reports: Structure, Evidence, Sign-off and Examples
Construction closeout is everything between the end of physical work and the final payment: finishing and closing the punch list, handing over the documents the owner needs to run the building, obtaining the certificates that allow it to be occupied, training the people who will operate it, and settling the final account. The contract's closeout section lists what is required; the checklist below is the set most projects ask for.
Closeout usually drags because the documents lag the work. The building can be finished for weeks while the owner waits for manuals, test certificates and as-built drawings, and the final payment waits with them.
The closeout checklist
The work
- Punch list issued at substantial or practical completion, every item closed and verified.
- Commissioning complete for every system, with results recorded.
- Final clean, temporary works and protection removed, site reinstated.
Records for the owner
- As-built drawings showing what was actually installed, including concealed services.
- Operation and maintenance manuals for every system and item of equipment.
- Test and commissioning certificates: electrical, fire alarm, emergency lighting, sprinklers, gas, water hygiene, air tightness, as applicable.
- Warranties and guarantees, with start dates and the contact for claims.
- In the UK, the health and safety file required by the CDM Regulations 2015, handed to the client at the end of the project.
Approvals
- Building control completion certificate in England and Wales, or the certificate of occupancy in the US, as the jurisdiction requires.
- Any planning conditions discharged.
On site
- Keys, fobs and access codes, with a signed schedule.
- Spare parts and attic stock: tiles, carpet, paint, ceiling tiles, as the specification lists.
- Training for the facilities team, recorded with attendees.
Commercial
- Final account agreed, variations settled.
- In the US, final lien waivers from the contractor and subcontractors and, where required, the surety's consent to final payment.
- Retention or retainage released according to the contract.
Who is responsible for what
The contractor collects and hands over the documents, the manuals and the certificates for its own work and its subcontractors'. The architect or contract administrator checks the deliverables against the contract, verifies the punch list and certifies completion and, later, final payment. The owner arranges its own approvals where the contract leaves them with the owner, receives the training, and takes over insurance and maintenance from handover. In the UK the principal designer prepares the health and safety file under CDM 2015; in practice the contractor supplies most of its content.
How to stop closeout dragging
- Start early. Ask each subcontractor for its manuals and certificates when it finishes its package, not at the end of the job.
- Keep a closeout register alongside the punch list: every deliverable, who owes it, and its status.
- Walk the punch list by area, and close items with an after photo as each area finishes. Closing three hundred items in the last week is how closeout slips by a month.
- Tie the final payment to the list. Most contracts already do; make sure everyone knows it.
Common mistakes
- As-builts drawn from memory. Mark up the drawings as the work is installed.
- Manuals that are catalogues. An O&M manual is for this building: the model installed, where it is, how it is maintained.
- Warranties with no start date. A warranty that started at delivery rather than handover may be half used up before anyone moves in.
- Punch list closed without evidence. The first defect claim in the defects period will ask for it.
What to do next
Take the closeout section of your contract, turn it into a register on day one, and fill it in as each package finishes. Run the punch list alongside it, area by area, and close items with a photo. By the time the last trade leaves, closeout should be a matter of handing over what you already have.
Punch List AI keeps the punch list and its evidence together, and the closeout report prints every item with Before and After photos, who verified it and when.

How long does construction closeout take?
It depends on the project and on how early documents are collected. On many projects it runs from a few weeks to a few months after substantial completion; most of the delay comes from documents, not work.
What documents are needed at closeout?
Typically as-built drawings, O&M manuals, test and commissioning certificates, warranties, the approval or occupancy certificate, and, in the UK, the health and safety file. The contract's closeout section is the definitive list.
Can final payment be withheld until closeout documents are delivered?
Most contracts make delivery of the closeout documents a condition of final payment. Check the payment and completion clauses of yours.
